Maybe it's because of the custom usercontent that allows the player to become their favorite pony/character or customize the weapon(s)/taunt(s) in a cartoonish way. Everyone is more open about themselves in the Internet, and because of that, everyone can say that they are [nameofthefandomtheybelonghere] without fearing anything and plus, TF2 is free to play soo.. It's a way to spend their time for free *shrugs*. It's hard to find rude people if you are not playing on the comp side.

@Tweets let's not forget that the bots sometimes trade between eachother and can also get some space by (in this case) buying killstreak(s) from the users as long as they aren't 100% full. Also, I really doubt that this should be posted in general discussion, I mean, there's even a help entry about it explaining the issue and how it can get fixed https://scrap.tf/help/kb/97 . Looks like something that only the staff can do (thought everyone was able). Then try doing inspect element on their avatar and copy the link of it, we can reverse search the image and get their steam profile and then go to their scrap.tf profile. You can also check if they are real different users or the duplicate bug/glitch. Actually, already verified. I had IE opened with my alt (because I was checking the avatar thing) and then such issue happened. Looks like it's a bug, not different users trying to increase their chances.

Well, they might be able to get sold in the hat banking because it doesn't appear in the not accepted hats list. No one will sell it to that banking though. -
