You can buy premium for the priority queue or premium + for priority + queueing other than that your probably just going to have to wait. Other users have complained about this problem but you can try messaging a staff member on their profile since their kind of slow when it comes to checking the forums and answering questions. -

People rarely check the forums, you could try commenting your question on a staff's profile or make a raffle so more people would see your question as for me I can't help you since I've never went to server 2

1. No I don’t think you get banned on all events. 2. Yes you are allowed to send your recipient your gifts. 3. As far as I know it is permanent and there is no way to get rid of it. 4. This post should be on general discussions and not suggestions. -

How it works is that they would tell you to talk to a steam admin on discord then he would put all your items into 1 trade telling you that he needs you to accept the trade to check the legitimacy of your items usually having a time limit as well I’m not sure whether you can withdraw reports or not
