Tomislav is used more than it should

I am doing this because I have seen a lot more toms as of late. But why, I mean it's good on longer range maps but I have been seeing them on like maps ctf turbine. There basic is better and before anyone says"but that's just your opinion".  Not really an option because most incounters on that map happen in middle and if your a heavy you are going to be most likely revved up and at medium range the basic has a higher dps so ya. It's a good gun don't get me wrong, but it's not a universal tool that works in all situations. It's a long range minigun. So my question is why is it popping up on close to medium range maps. Like the only benefit helps only when you enter a fight but as heavy you should have the minigun revved up most of the time. Ya not hating just confused

The Tomislav is the only good option for an all-round minigun, it can hit more shots at an enemy then a default minigun can. According to my logic, if you use it at point-blank range, short and medium range the better accuracy attribute gets considerably more noticable and more powerfull.
