I Need to Address This...

Can someone please answer me this simple question?:

Why is the Help/ Support Discussion not the first discussion board on the Forum board? SO MANY USERS don't notice the Help/ Support Discussion Board since they don't see it at first glance, only the General Discussion and Off-Topic boards. I just want to know why that's the case, because if I must be honest, most users here [prior to the Halloween event where some of the quests require you to create a thread post] only visit the Forums to report an issue meant for the Help/ Support board instead of the normal discussion boards...
