Can I bid my aussie FAN?

In some auctions I want to bid it but it’s price is 18 keys and 26.66 ref when the real price is somewhere in 16 keys would I get banned for bidding this item? Another question why are aussie scatterguns blacklisted what decides what aussie item gets blacklisted and what stays?

Considering when you go to bid on an item it says the following I'd be cautious if the value on scrap.tf is higher than its actual market value on sites such as backpack.tf.

It’s back to it’s original price so I think I can bid it now
