Usually that happens when trading is down and/or steam is down. Try trading when both are in good standing.

I've been trying to withdraw items from a raffle I won. However, I have been stuck in queue for at least 6 hours with the loading message "preparing your trade". This hasn't happened before. I've tried initiating the trade when both steam and trading are up, and resetting my offer link, but it doesn't work. Is there a solution?
