As far as I can tell, this is an issue with the Steam API being finnicky. Just try it again and it should work. If it keeps happening consistently, double check that you are:

1) Premium (aka not-f2p)
2) profile set to public

3) steam servers are functioning (it is not unheard of for these to be down)
