I know you get this a lot, but I can't trade

I'm trying too buy some items off of scrap.tf, but whenever I do, it has this red message that says Could Not Send Trade offer. I have looked at all the things you should do, but they all say stuff about steam url's and all that. So please help, I really don't know what to do, and I use scrap.tf often.
