I want to use a sound effect for my video but it's not in the audio library.Will I get a copyright claim or strike if I use that sound effect?

It depends... Where are you getting it from? Is it trademarked? Does it come from something commercial, or a general public sounds/effects database?

I just read their terms of service. It seems that it's all open unless the specific video is copyrighted. I'd say it's fine as long as it isn't a vine from a company or orginization. If it's homemade, there shouldn't be any issues.
