Had to* Buying games as items from steam is no longer possible, sadly. They removed that option a few years ago and now you can only trade the ones that were already created back when it was possible.

The auctioneer has the right to reject any bid as long as it isn't systematically doing so ( like to cancel the auction/impose in it an artificial minimal value higher than the set minimal bid) or in rare cases doing it with explicitly discriminatory intent.

If you mean the Christmas one, that one will always be untradable, as for if others will be untradable or not, i believe that other than achievement and seasonal contracts(and stuff crafted with them) will be tradable, i am 95% sure
